Assistant Director

Purpose 

The Assistant Director of Special Education provides assigned administrative and supervisory duties; directing special education programs and services; providing information and serving as a resource to others; achieving defined objectives and planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; ensuring effective support and operation of special education services within USD #603; and serving as a member of the leadership team. The Assistant Director should have a strong background in special education law and developing programs that ensure compliance and a Free Appropriate Public Education in the Least Restrictive Environment for all students served under IDEA and corresponding Kansas statutes and regulations. 

 

Administrative Function

The Assistant Director shall be responsible for the administration of special programs and the enforcement of policies of the Board and shall have the authority to call upon all certified and non-certified personnel in this program to this end

Responsibility

The Assistant Director shall perform duties assigned by the Director, including professional development activities and protocols, inventories of materials, transportation, create and revise job descriptions and relevant handbooks,  Title IV coordinator and oversight of the IEP program and all performance and compliance indicators required by the state and federal government. 

 

Time of Arrival at Building

The Assistant Director shall adjust their time of arrival and departure from USD #603 schools so that they are available for consultation by teachers and/or parents before and after school. These policies shall establish no definite time but it shall be left to the judgment of the administrator with consultation from the Director

Knowledge of Board Policies and State and Local Regulations Regarding Special Education

It shall be the duty of the Assistant Director to keep informed concerning the rules, policies, and regulations of the Board of Directors. It shall also be the duty to keep abreast of current laws regarding special education and to assist the director in facilitating compliance with all applicable regulations.

Essential Responsibilities

  • Oversight of the State Performance Plan indicators for compliance and performance purposes.

  • Oversight of the data collection conducted by the MIS Clerks.

  • Develop a list annually of the staff to be evaluated to be shared with Coordinators

  • Supervise Coordinator staff and office personnel, as requested.

  • Mentor new Coordinators

  • Monitor support staff  in-service hours

  • Develop and provide for New Teacher Training and Mentoring.

  • Assist in the development and monitoring of Interlocal goals.

  • Prepare information for KSDE requests for data and documentation.

  • Oversee staff development activities.

  • Prepare a wide variety of often complex materials for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentation and providing supporting materials for requested actions

  • Attend all meetings of the ANW Interlocal Board of Education, Superintendent’s Council, and administration Meetings.

  • Participate in activities of selected departments for providing leadership and conveying and/or gathering information required to perform functions

  • Communicate effectively with all members of the school districts, Interlocal, and community.

  • Work effectively with community organizations.

  • Monitor and make provisions for training/assistance to staff on student transition activities.

  • React to change productively and handle other tasks as assigned.

  • Respond to issues involving staff, conflicts in policies and regulations, community concerns, and parental requests that may result in some negative impact and /or liability if not appropriately addressed for identifying the relevant issues and recommending or implementing the plan of action that will efficiently resolve the issue. 

  • Support the value of an education.

  • Be an agent of change and promote best practices in the Interlocal.

  • Support the philosophy and the mission of the Interlocal and the school districts.

 

Physical Requirements/Environmental Conditions

  • Requires prolonged sitting or standing.

  • Occasionally requires physical exertion to manually move, lift, carry, pull, or push heavy objects and materials.

  • Occasional stooping, bending, and reaching.

  • Requires regular travel

  • Must be able to work in a variety of noisy and crowded environments

  • Must be flexible and open-minded

  • Must be physically/mentally able to cope with occasional stress/duress within the work environment.

 

Other General Responsibilities

  • Work with office personnel to develop a database of potential licensed/certified personnel.

  • Serve as the agency contact for Gifted Services.

  • Monitor Teacher Licensure issues

  • Maintain documentation regarding data collected and submitted for the State Performance Plan.

  • Work closely with Coordinator staff regarding supervision issues.

  • Manage PDP Toolbox.

  • Approve Material Requisitions, as necessary.

  • Prepare Financial reports for Board meetings.

  • Approve Professional Development requests, as necessary.

  • Provide information to personnel regarding changes to WebKIDSS and compliance responsibilities.

  • Develop and ensure that paperwork procedures are up-to-date, posted, and reviewed with staff.

  • Set high expectations for student achievement and behavior.

  • Demonstrate effective interpersonal relationships with others.

  • Consult with parents, teachers, administrators, and others concerning the needs of students and special services that are available.

  • Assist with public awareness activities which lead to a better understanding of the needs of exceptional children.

  • Cooperate with agencies serving students and their families.

  • Maintain appropriate, confidential records and provide timely reports.

  • Keep abreast of new information, innovative ideas and techniques.

  • See that school district and Interlocal policies are observed during all activities.

  • Obtain advance approval for all special activities and expenditures.

  • Order and maintain an adequate inventory of materials and supplies.

  • Adhere to all district and interlocal health and safety policies, including all precautions of the Bloodborne Pathogens Exposure Control Plan.

  • Other duties as assigned by the Director.
     

Qualifications

  • Hold a current license through the Kansas Dept of Education with the following endorsements:

    • Building Leadership (PreK-12)

    • Special Education endorsement

  • Minimum of 2 years experience as a special education administrator

Established annually by the ANW Interlocal Board of Education
